Mr. Rapp serves as a water resources engineer for projects involving stormwater planning,  managment and design, hydrologic and hydraulic modeling, software development, construction stormwater management  and erosion control plans, and drainage litigation.

Mr. Rapp is licensed to practice engineering in the States of Colorado and Iowa. In addition, he is  a Certified Floodplain Manager (CFM), a Certified Professional in Erosion and Sediment  Control (CPESC) and a Transportation Erosion Control Supervisor (TECS).
